Ingredients
- 1 pound stew meat
- 1 medium onion, chopped
- 2 tablespoons all-purpose flour
- 1 tablespoon chili powder
- 1 teaspoon salt
- 1 teaspoon garlic powder
- ½ teaspoon ground cumin
- ¼ teaspoon rubbed sage
- 1 (12.5-ounce) can stewed tomatoes
Sauce:
- ⅓ cup unsalted-butter
- 4 cloves garlic, minced
- 1/2 cup all-purpose flour
- 1 (14.5-ounce) can beef broth
- 1 (15-ounce) can tomato sauce
- 1 tablespoon chili powder, more to taste
- 2 teaspoons ground cumin
- 1 teaspoon rubbed sage
- ½ teaspoon salt
- 8-10 flour tortillas
- 2 cups shredded Mexican blend cheese
Instructions
- Preheat oven to 350 degrees Fahrenheit. Spray a 9x13-inch baking dish with cooking spray.
- In a large skillet cook beef and onion over medium heat for 6-8 minutes or until no longer pink.
- Stir in flour, chili powder, salt, garlic, cumin, sage, and tomatoes. Bring everything to a boil. Reduce heat and simmer for 15 minutes, stirring occasionally.
- In a medium saucepan, heat butter over medium-high heat. Add garlic and cook for 1 minute. Stir in the flour until a thick paste has formed.
- Gradually whisk in the broth. Bring sauce to a boil and stir about 2 minutes until thickened. Whisk in the tomato sauce, chili powder, cumin, sage, and salt.
- Pour 1 ½ cups of the sauce into the baking dish. Assemble the enchiladas by putting ¼ cup of beef mixture off the center of each tortilla. Top with 2 tablespoons of cheese and roll up.
- Place the assembled enchiladas into the pan, seam side down. pour the remaining sauce over the enchiladas.
- Bake covered for 30-35 minutes or until heated through. Remove foil and top with remaining cheese baking an additional 10-15 minutes.

Notes
- If you are making this in a crockpot with beef stew meat, add all ingredients including sauce ingredients except for the flour. Stir in the flour at the end of cooking and allow to thicken. Cook on low 4-6 hours.
