Best Italian Salsa Verde

Ingredients
- 1 clove garlic finely minced or grated
- ½ teaspoon crushed red pepper
- 1 teaspoon lemon zest, grated
- 4 tablespoons lemon juice fresh
- 1 tablespoon capers drained and rinsed under cold water, then roughly chopped
- 2 anchovy fillet minced, optional but highly recommended
- ¾ cup extra virgin olive oil
- ¾ cup flat-leaf parsley finely chopped, Italian
- salt to taste
- black pepper to taste
