Best Philly Cheesesteak Casserole Recipe (Low-Carb)

Creamy, cheesy, and full of classic flavors, this is the Best Philly Cheesesteak Casserole! It’s a low-carb and easy recipe that uses this tasty sandwich's traditional ingredients but in an oven-baked dish.

Ingredients

  • 2 pounds shaved steak or replace with lean ground beef if desired
  • 1 tablespoon butter or olive oil
  • 1 medium yellow onion diced
  • 8 ounces mushrooms sliced, baby bella's, button or crimini (about 2 cups)
  • 2 cloves garlic minced or pressed, sub with 1 teaspoon garlic powder
  • 1/2 teaspoon onion powder
  • 2 large bell peppers I used one green and one red
  • ½-1 teaspoon kosher salt
  • ¼-1/2 ½teaspoon black pepper
  • 1 tablespoon Worcestershire sauce  check for gluten-free if needed
  • 1/4 cup beef broth or bouillon dissolved in water
  • 4 ounces cream cheese I used full fat, room temperature
  • 6-8 sices Provolone cheese

  1. Preheat oven to 350°F (177° C). Get out 9x13 casserole dish and prep and measure all ingredients.
  2. In a large skillet over medium-high heat, add butter until melted, toss shaved steak with salt, pepper, and onion powder. Saute quickly, using tongs to toss just until lightly browned with some areas of pink still there, don’t worry it will finish cooking in the oven. Remove from pan and tent with foil to keep warm.
  3. Toss in onions and peppers into same pan, stirring until golden brown, soft, and translucent, 7-10 minutes. During last few minutes of cooking, stir in the sliced mushrooms. *If pan is too dry, add a tablespoon of oil or butter.
  4. Add minced garlic during last minute or two of cooking. Stir in Worcestershire sauce, cream cheese, and beef broth; simmering until thickened slightly, about 5 minutes.
  5. Return the shaved beef to the pan, stirring to coat. Remove from heat. Transfer to a 9x13-inch casserole dish or a 2-quart casserole dish. Top with provolone slices overlapping slightly.
  6. Bake for 15-20 minutes until cheese is melted and bubbly. Serve as a low-carb dinner, or spoon onto toasted rolls for a delicious dinner.

  • Make Ahead | Cook and assemble the casserole, then cover the dish with aluminum foil and store it in the refrigerator. The next day, take the casserole out while the oven preheats! You may need to add a few more minutes to bake the chilled ingredients. It will last for up to five days in the fridge.
  • Reheat | If you have leftover Philly cheesesteak casserole, you can store the cooled leftovers in the refrigerator in an airtight container for up to five days.
  • How to Freeze Philly Cheesesteak Casserole | Let the casserole cool to room temperature before freezing. Place it in an airtight container or a heavy-duty freezer bag and freeze for up to three months. To reheat, thaw the casserole overnight in the refrigerator and then follow the reheating instructions above.
  • Add Cheez Whiz: Some Philly cheesesteak fans like to top the sandwich with Cheez Whiz. While I am not a cheez whiz fan, it doesn't mean you can't use it, so go all out, "wit wiz"!
  • Steak Seasoning: Feel free to swap the simple seasonings this recipe calls for with your favorite blend for delicious steaks.
  • Chicken Philly: Swap the sliced steak for sliced chicken for a twist on this traditional recipe, like these Mexican Chicken Fajitas, another great low-carb dish!
  • Ground Beef Philly Cheese Steak Casserole: Use ground beef (or chicken or turkey) instead; swap equal amounts. Be sure to drain the grease before proceeding with the recipe.
  • Preheat your oven to 350°F (176°C) to reheat. Remove the plastic wrap or aluminum foil and cover the casserole with fresh aluminum foil.
  • Bake the casserole for 20 to 25 minutes or until heated through.
