  2. Add in flour and whisk together until well combined
  3. Add chicken stock and milk, whisk until smooth, about 1-2 minutes
  4. Season with salt, pepper, garlic powder and onion powder
  5. Bring to a simmer and cook until it begins to thicken, about 3-5 minutes
  6. Add in celery
  7. Remove from heat and allow to cool completely
  8. Store in airtight container in refrigerator
