Description
This Shepherd's Pie combines a beef base cooked with celery, garlic, tomato paste, Worcestershire sauce, Italian seasoning, and beef broth to create a thick, seasoned filling with added frozen vegetables for texture and color. The ground beef is browned and combined with the aromatic vegetables and seasonings before being thickened with flour and simmered gently.
The mashed potato topping is made by boiling diced russet potatoes until tender, then mashing with butter, salt, and pepper to achieve a creamy consistency. This topping is spread evenly over the beef mixture in a casserole dish.
Baked at 400°F, the dish develops a golden crust on top while the filling simmers underneath. It is served hot as a filling main course that balances creamy, smooth potatoes with savory, textured meat and vegetables.
Ingredients
Mashed Potatoes:
- 4 russet potato peeled and diced, medium to large
- 4 tablespoons butter unsalted
- salt to taste, fine sea salt
- black pepper to taste, ground
Meat Base:
- 4 tablespoons butter unsalted
- 2 ribs celery , chopped
- 3 cloves garlic , minced
- 1 ½ pound ground beef 90/10 lean to fat ratio
- 2 tablespoons tomato paste
- 2 tablespoons flour
- 1 tablespoon Worcestershire sauce
- 1 tablespoon Italian seasoning homemade
- salt to taste, fine sea salt
- black pepper to taste, ground
- ½ cup beef broth low sodium, or chicken broth
- 10 ounces vegetable mix frozen
- cheese optional for garnish, shredded cheese, fresh parsley

Instructions
Mashed Potatoes:
- Place the potatoes in medium pot with boiling water. Boil until soft, approximately 15 minutes. Drain.
- transfer the potatoes to a mixing bowl and using a ricer or potato masher, blend with the butter and season with the salt and pepper. Set aside.
Meat Base:
- Preheat the oven to 400°F. Coat a 9x13 casserole dish with cooking spray.
- Melt the butter in large skillet over medium-high heat. Add onion and celery and cook for 3 minutes.
- Add the garlic to the pan and cook for one minute. Place the ground beef in pan along with frozen vegetables. Cook for an additional 5-7 minutes until meat is brown. If there is excessive grease, drain at this time. Stir in the tomato paste, flour, Worcestershire sauce, Italian seasoning, salt, and pepper. Pour the broth into the beef and stir again until it has been absorbed.
- Transfer the beef mixture to the prepared casserole dish. Top the beef with mashed potatoes.
- Bake for 30 minutes. Remove from oven and cool for 10 minutes.
- Top with cheese or parsley, if desired.
