- In a small pot, combine sugar, cocoa powder, espresso powder, salt, and water. Whisk over medium-high heat until smooth. Whisk in milk and cream and heat until steaming.
- Turn heat down to medium and stir in chocolate until melted and smooth.

Notes
- Use about 2 ounces (1/3 cup) of chocolate chips for the semisweet chocolate in this recipe.
- For a decorative chocolate drizzle, melt 1 tablespoon plus 1 1/2 teaspoons chopped chocolate with 1 1/2 teaspoons cream or milk, microwave briefly, stir smooth, and drizzle atop the hot chocolate.
