Pastillas de Leche

Pastillas de Leche is a creamy Filipino milk candy made by simmering fresh milk and sugar into a thick paste, then blending it with powdered milk and butter to form a dough. The dough is shaped into bite-sized logs, rolled in caster sugar, and traditionally wrapped in delicate white paper and tissue. This confection delivers a sweet, milky flavor with a smooth, chewy texture.

Description

Pastillas de Leche starts with simmering fresh carabao or cow's milk and sugar until the mixture reduces into a thick, creamy paste. The cooking process requires constant stirring to prevent burning and to achieve the right consistency. Butter is added off the heat for richness, and then powdered milk is incorporated to help the mixture set into a sticky, pliable dough once cooled.

The dough is rolled into cylinders, cut into small portions, and shaped into individual logs. Each piece is coated thoroughly with caster sugar, giving a slight crunch on the outside and contrasting with the smooth interior. Wrapping each pastilla in thin white paper and tissue preserves the candies and adds a traditional aesthetic touch.

Pastillas de Leche are typically enjoyed as sweet treats or given as gifts. The careful reduction process is key to achieving their characteristic texture and sweetness level, which can be adjusted by varying the amount of powdered milk. These candies are best consumed fresh but can be stored wrapped to maintain their softness.

Ingredients

Servings
  • 4 cups Carabao Milk or fresh cow's milk
  • ½-3/4 cup powdered milk -or more depending on how firm you want them to be
  • 6 tablespoons caster sugar
  • 1 tablespoon butter
  • caster sugar for rolling

FOR WRAPPING

  • 40 pieces 2x3-inch white paper
  • 40 pieces 3x5-inch tissue or Japanese paper

Instructions

  1. In a deep skillet, pour fresh milk. Bring to a simmer over medium-high heat. Let it simmer for 15 minutes while stirring regularly.
  2. Add sugar and stir until completely dissolved. Stir the mixture gently and constantly with a wooden spoon scraping the bottom to prevent lumps from forming and burning.
  3. Continue to cook until mixture is greatly reduced and forms a thick paste. Turn off the heat and add the butter and mix. (Remove skillet from stove)
  4. Add the powdered milk to the mixture and mix until a sticky dough forms. Transfer milk dough to a plate or bowl and let it cool down completely.
  5. Roll the milk dough into a cylinder and cut into four equal portions. Take a portion and roll it into a thinner log. Then cut the log into 10 equal pieces. Roll each piece to about 1 ½-inch long.
  6. Roll each piece in caster sugar coating it completely.
  7. Wrap a small white paper around a piece of pastillas placing it in the middle, with both ends open. Then wrap both in a tissue paper. Push the excess tissue paper at the ends inwards to close the holes.
